Who qualifies for temporary health insurance?

This worries me since I can’t afford any huge hospital or doctor bills right now. I would really like to get some type of insurance to cover the gap in coverage. Can anyone tell me who can qualify for temporary health insurance? Is anyone able to get this type of insurance, or do they only accept certain types of people? And what exactly does this type of insurance cover? I am trying to see if this might be a good option for me.
