Age discrimination is active just about everywhere, and it is going to be almost impossible to stop. Analyses find that perceived age discrimination is high in the 20s, drops in the 30s and peaks in the 50s. Age discrimination is less favourable treatment of a person or group of people on the grounds of their age. It applies to people of all ages, not just older people. Age discrimination is prohibited in the constitution and in the Employment Contracts Act. In the Co-operation Act it is stipulated that the special needs of ageing work force should be considered in the personnel and educational schemes. 2. The most important Government measure in this field is the National Programme for Older Workers, which is being carried out in cooperation between various ministries and the social partners, and aims to improve the position of ageing work force in work life and to help the return of the drop outs.
